Scheduled & recurring routes
Fixed daily, weekly, or multi-stop runs between your sites. Same courier, same sequence, same documentation, priced as a route rather than a stack of one-off trips.
STAT & on-demand runs
Urgent single-purpose pickups when a scheduled run will not get there in time. Call dispatch directly rather than using the form so we can move immediately.

A delivery you can reconstruct after the fact
Procurement and compliance teams do not just need the package to arrive. They need to be able to show, months later, who had it and when. That is what this process is for.

Scope the run
We confirm the stops, time window, packaging, temperature requirement, and who signs at each end. Recurring work gets a written route sheet.

Pickup & custody transfer
The courier signs for the shipment at origin. Container, seal, and count are recorded on a time-stamped manifest.

In transit
Temperature-sensitive cargo travels in the container your protocol requires. You get a status update at pickup and any exception is called in immediately, not discovered at delivery.

Delivery & record
The receiver signs, the manifest closes, and a copy of the completed chain-of-custody record is returned to you.

We operate from Mount Vernon, New York, at the Westchester–Bronx line. That position is deliberate: it puts most of our core zone inside a short drive in either direction.

About Spence Logistics
An owner-operated courier, not a dispatch board
Spence Logistics LLC is a New York limited liability company operating from Mount Vernon. When you contract a route with us, you know which vehicle is coming and who is driving it. That is the whole point of a small carrier: accountability you can name.
The company is part of a group of businesses run by Lamont Spence, whose consulting practice works with home care agencies, training programs, and healthcare employers on compliance and workforce operations. That background is why the paperwork side of this service is taken as seriously as the driving.
- Owner-operator holds an active TWIC. A Transportation Worker Identification Credential is issued to an individual after a TSA security threat assessment. It is a personal credential, not a company certification, and we describe it that way.
- Commercial auto and cargo liability coverage. Certificates of insurance issued on request, with your organization named as certificate holder where required.
- Temperature-managed transport. Insulated hard-sided coolers and validated refrigerant packs sized to the run, with the handling protocol agreed in writing before the first pickup.
- Registered and ready to contract. Active federal SAM.gov registration, W-9, COI, and BAA available for onboarding and vendor credentialing packets.

What we claim, stated precisely
Healthcare buyers get sold a lot of vague compliance language. Here is ours, written so that every line is something we can hand you a document for.
HIPAA-trained personnel
Everyone who handles a shipment completes HIPAA privacy and security awareness training covering PHI in transit. There is no such thing as a government HIPAA certification, so we do not claim one.
Business Associate Agreements
We execute a BAA with covered entities and business associates before the first pickup. Send us yours or use our template.
Documented PHI handling procedures
Written procedures for securing, transporting, and releasing protected health information, including what happens if a package is damaged, delayed, or misrouted.
Chain of custody
Time-stamped transfer log with signatures at pickup and delivery. A copy of the closed record goes back to the client on request.
Commercial insurance
Commercial auto and cargo liability coverage in force. Certificates of insurance provided on request for vendor credentialing.
Cold chain protocol
Temperature-managed containers matched to the cargo, with the target range and container type agreed in writing per route before service begins.
Bloodborne pathogen training
Drivers handling specimens are trained in bloodborne pathogen safety consistent with OSHA 29 CFR 1910.1030, including spill response and secondary containment.
Licensed, screened drivers
Valid New York driver licensing, motor vehicle record review, and background screening before any driver is assigned to a healthcare route.
Federal registration
Active SAM.gov registration with a Unique Entity ID for federal, state, and health system vendor onboarding.
A note on certification language. The U.S. Department of Health and Human Services does not certify organizations as HIPAA compliant, and a Transportation Worker Identification Credential is issued to an individual worker rather than to a company. We describe our training, agreements, and credentials in those terms on purpose. Supporting documentation is available to any prospective client on request.
